St Joseph's Basilica Committees

St. Joseph's Basilica has a series of committees to help the Rector and his Associates serve the parish community. Each committee has a specific mission and role in the parish, touching on the different aspects of the parish life.

Parish Pastoral Council

Parish Pastoral Councils are established at the recommendation of the Archbishop (Canon 536), to provide advice and assistance to the pastor concerning the pastoral needs of the parish. A Parish Pastoral Council is presided over by the pastor and is to be representative of the faith community, the parish. It is consultative and advisory in nature. The members of the Parish Pastoral Council (PPC) share in the concern for the growth of the parishioners and the parish community and for their spiritual and pastoral welfare. (Archdiocesan Policy No. 1105)

The Parish Pastoral Council (PPC) is a consultative body whose primary purpose is to work with the Rector regarding matters pertaining to the pastoral life of the parish. It involves the Parish Team and representative parishioners in assisting in the discernment of the ongoing pastoral needs of the parish and in suggesting strategies helpful in pastoral planning and action devoted to living out the message of the Gospel. Within this context the PPC serves to:

  • Provide a forum for the discussion and exchange of ideas within the parish.
  • Participate in a consultative process to assist the Rector in establishing pastoral priorities for the parish.
  • Foster awareness of services available in the parish.
  • Provide the Rector with a microcosm of the whole parish.
  • Provide a forum for personal growth.

It is recognized that the Rector has full responsibility for the parish as delegated by the Archbishop. The role of the Parish Pastoral Council is to be supportive to the Rector and provide all assistance helpful to his office.

Members of PPC attend Council meetings held on the fourth Tuesday of each month, except during June, July, August and December,  and unless otherwise determined by the Council. They may also participate in the activities of various “standing” and “ad hoc” committees.

Parish Pastoral Council meetings are open to parishioners who are invited to attend as observers. In addition, an Annual General Meeting for all members of the parish is held on the third Tuesday in June of each year. At this time the activities of the past year are reviewed, significant plans for the future are proposed and the membership and structure of the Council for the coming year is confirmed.

Liturgy Committee

“All concerned should work together in the effective preparation of each liturgical celebration as to its rites, pastoral aspects, and music. They should work under the direction of the rector of the church and should consult the faithful” (General Introduction to the Roman Missal, no. 73).
The Liturgy Committee at St. Joseph’s Basilica is made up of the chair, who is appointed by the Rector, and by the heads of each Liturgical Ministry.
The Liturgy Committee is chaired by Marc Barylo and he can be reached at 780.988.9607.

Parish Finance Committee (PFC)

"In each parish there is to be a finance council which is governed, in addition to universal law, by norms issued by the diocesan bishop and in which the Christian faithful, selected according to these same norms, are to assist the pastor in the administration of the goods of the parish"

—Code of Canon Law, can. 537

The committee is comprised of members of the faithful who act in an advisory capacity to assist the pastor in the administration of the goods of the parish.
Nature of Role (Archdiocesan Policy No. 230)

The Parish Finance Committee (PFC) assists the pastor in overseeing the finances of the parish.

  1. The PFC is to work in close collaboration with the Parish Pastoral Council (PPC). Although advisory in nature, its input is to be carefully considered in conjunction with that of the PPC and parish personnel.
    1. A parish structure for this close collaboration must be developed for each parish, e.g., one member of PFC to sit as ex-officio on PPC or vice versa.
  2. The PFC develops budgets and strategies for the fiscal implementation of the goals and priorities as set by the pastor and the PPC.
    1. Its role is financial and administrative planning.

Maintenance (Archdiocesan Policy No. 230 and No. 205)
Part of the role of the PFC, in collaboration with the parish staff (Business Coordinator) and a group of reviewers with knowledge or experience in maintenance, is to monitor necessary maintenance of the parish buildings and other properties with special effort in the area of preventative maintenance. As the owner of all properties and their contents, the Archdiocese requires that an organized maintenance check be conducted on archdiocesan properties twice a year (spring and fall) and after any unusual or severe storm.
The Parish Finance Committee is chaired by Clay Givens who can be reached at 780.453.5654.
